Such a stunning structure may be one of the last things one would expect to find in the far frozen reaches of Siberia. This mixed-use building packs a vast array of programs into a singular and unified but expressive spatial configuration atop a hill visible for miles around. Living, working and recreation uses are intermingled cozily under a single roof.
